Problem
Given a binary matrix (only 0s and 1s), print the index of the row with the most 1s.
If multiple rows have the same maximum, print the smallest index.

- First line: Two integers R and C (1 β€ R, C β€ 100) - Next R lines: Each with C integers (0 or 1)
Output format

- Single integer: index of the row with most 1s
